Any free z/OS plugins for eclipse ?

I would like to edit jcl and rexx in eclipse. Are there any free plugins to help make the process smoother? I'm ftping the files up and down. I only do it for large files because it is painful. And our group does not have the budget for RDz. Any insight would be appreciated.
