same config, different lpars, different SFTP CD results

I have (what appears) the same Dovetail Configuration on two different Z/OS 1.12 LPAR'S. Both are at OpenSSH_5.0p1, OpenSSL 0.9.8k 25 Mar 2009, and cozsftp version 1.6.2 (5.0p1) 2010-04-19. SFTP to one allows cd //'mvs dsn'. SFTP to the other does not, giving message

Directory /'mvs dsn': no such file or directory

Three different people have reviewed the two configuration files, and have found no difference. What suggestions can you offer as to the cause of the two different results.

Try connecting to both z/OS servers using a remote SFTP client and enter:

ls /+

For Co:Z SFTP server, this is a request to display current settings. If you get an error, it means that the server is no configured to run Co:Z SFTP server, and you are instead running the IBM version of sftp-server.

The problem was the last thing on the check list - permission bits on the rc file on the failing lpar. World rx access had not been given.
