I'm running a tomcat under jzos as MVS Started Task. MVS System Programmers adviced my to run it as non-swappable task (better performance because of less I/O Swapping). To configure the Started Task as non-swappable it is required to have it running in an authorized state, this means in APF-Library and AC=1 linked. Is it possible for me to have a AC=1 linked loadmodule version of JZOSVM14 Loadmodule? Does it make sense to run JZOS in authorized state?

I would NOT advise running Tomcat APF authorized, simply for security reasons. (Can you really trust that a Java developer won't deploy code that compromises your system?)
I am not an expert on MVS tuning, but I believe that you can achieve the same effect (making the job non-swappable) by setting up a custom WLM profile for Tomcat job/started task. Check the docs or perhaps ask your WLM question on the IBM-MAIN mailing list. Someone there will surely know the best approach.
